0emailAn Ohio judge says Elmwood Place’s automated speed-traffic cameras are “a scam” that cheats drivers out of $105 a pop.
If you happen to drive too fast through Elmwood Place, Ohio, the cards are stacked against you, according to a judge who calls the village’s automated speeding camera “a scam that motorists can’t win.”
Hamilton County Common Pleas Judge Robert Ruehlman on Thursday ruled that the village’s ordinance violated due process. He issued an injunction barring its enforcement.
There have been numerous legal challenges across the U.S. to red-light camera laws but observers said this is the first ruling they know of striking down a municipality’s speeding-camera law.
“Speed-camera cases have been litigated but we have not come across one where a judge has said, ‘Stop this,'” attorney Mike Allen, whose firm brought the case, told MSN News on Friday. “I think it’s going to touch off a firestorm around the country. I really do.”
Calls and emails by MSN News to Elmwood Place village officials and police Chief William Peskin were not immediately returned on Friday. Allen said he expects the village to appeal.
Ruehlman sprinkled colorful language in his ruling striking down Elmwood’s “automated speed enforcement program,” which is carried out by Optotraffic, a Lanham, Md.-based company, under a contract with the village. Optotraffic gets a 40 percent cut of the revenues from fines it collects.
The two cameras installed in town reportedly resulted in 6,600 speeding citations — three times the village’s population -— at $105 a pop in the first month after enforcement began in September.
The judge, who heard arguments in January, found that the ordinance fails to provide due process to people receiving a notice of fines in the mail. He said the village doesn’t have a sign warning motorists that traffic cameras are in operation, as required by state law.
To challenge the $105 fine, a motorist has to pay $25 for a hearing that is “nothing more than a sham!” the judge wrote. At the hearing, he said, the “witness” for the village testifies from a report produced by the company that owns the speed-monitoring unit. Since the “witness” was not present when the alleged violation occurred, he or she can’t be cross-examined, Ruehlman wrote.

“Remember, Optotraffic has a financial stake in this game. I use the term ‘game’ because Elmwood Place is engaged in nothing more than a high-tech game of 3 CARD MONTY,” the judge wrote emphatically. “It is a scam that motorists can’t win.”
He noted that individuals and businesses in Elmwood Place have suffered as a result of the traffic cameras. “Churches have lost members who are frightened to come to Elmwood and individuals who have received notices were harmed because they were unable to defend themselves against the charges brought against them,” he said.
The judge’s decision did not address what happens to the fines already collected.
The controversy over the cameras has also spawned petition drives, demands for the mayor to step down and calls to boycott the village.
Thirteen states have speed cameras in operation, while 12 states have passed laws prohibiting them, according to the Governors Highway Safety Association. Many more states have red-light cameras in operation.

“It’s very rare you get a decision like this regardless of the size of the town,” said Barnet Fagel, a Chicago-area man known as “The Ticket Doctor,” who appears as a court expert for attorneys challenging traffic tickets. “Being there is so much money involved, it’s rare you get a judicial person who stands up” against such ordinances, he told MSN.
Jonathan Adkins, deputy executive director of the Governors Highway Safety Association, which supports automated traffic cameras, said he wasn’t aware of any previous rulings like the Ohio one.
“It’s a local legal decision, but it’s alarming to think that speed or red-light cameras cannot be part of a state’s traffic safety program,” Adkins told MSN News.
“They’re one of many tools in the toolbox. We’re not advocating for a camera on every corner, but there are places where cameras are needed and they’ve been proven over and over to save lives.”

As Alex Jones and Paul Joseph Watson discussed in their article “The End of Humanity: Rise of the Robots,” it is the goal of the elite to eventually merge with technology to gain immortality. Well-known author and futurist Ray Kurzweil has long-predicted such a future, one where humankind as we know it will cease to exist in 2045.
Not coincidentally, 2045 is the same year the United Nations Global Future 2045 International Congress (led by Kurzweil) announced this past summer will be “a new era for humanity” where emerging technology will replace mankind and a transhumanist vision of man merging with machine will be fully realized as the organization plans in the video below.
Major nations across the globe are racing the create Skynet-like technologies, smart control grids supposedly necessary for humanity’s safety and security. Perhaps men, even the elite who seem to believe they are untouchable, should be humbled and take heed in playing mad scientist. Perhaps they should stop trying to birth then harness the power of superintelligent, super-powerful machines that could ultimately overtake and enslave, irrevocably transform or end humankind.

The company iRobot (yes, the Roomba guys) are teaming up with Australian weapons company, Metal Storm, to create Warrior. iRobot will provide the robot part, and Metal Storm provides the Firestorm weapons system, and revolutionary guns that work by stacking the ammo in the barrel and cooking it off via electrical impulses.
The result is a robot that can shoot little 40 mm grenades at you at a rate of 4,000 a second.

After an Alitalia pilot has a frightening encounter with a UFO near JFK airport, there are more questions than answers
On Monday, the Obama administration told Congress that it’s possible “to imagine an extraordinary circumstance” — like a 9/11-level attack — in which it would deploy an aerial drone to kill an American on U.S. soil. And quite coincidentally, that same day, the Federal Aviation Administration said a drone had been spotted in the airspace near Queens and Brooklyn. An Alitalia pilot landing at JFK airport had this jarring conversation with an air-traffic controller:
JFK controller: Uh, what did you see?
Alitalia pilot: We saw a drone, a drone aircraft
JFK controller: What altitude did you see that aircraft?
Alitalia pilot: About 1,500 feet.
You can listen to the raw audio below, but here are the basic details: The airplane was about three miles from JFK runway 31R when the pilot saw a black, unmanned aircraft with four propellers, about 3 feet wide. What was this drone doing near JFK, and who was controlling it? The FAA wants to know, and so does the FBI. “The FBI is asking anyone with information about the unmanned aircraft or the operator to contact us,” special agent John Giacalone said in a statement. “Our paramount concern is the safety of aircraft passengers and crew.”
Without a better description, “it’s impossible to tell if this might be some sort of heavy-duty unmanned aerial vehicle, or a hobbyist remote controlled gadget,” says Adrian Chen at Gawker. But there are some clues: The NYPD doesn’t fly drones — yet — and the description, if accurate, sounds more like a hobbyist quadrocopter. Plus, JFK is just a few miles from Floyd Bennett Field in Brooklyn, “a favorite spot for remote-controlled plane enthusiasts.” Maybe one of those hobbyists decided to flout the FAA’s rule that remote-controlled aircraft stay under 400 feet and stay in sight of the operator, who has to notify air traffic controllers if the aircraft will fly within three miles of an airport.

“Whether it was a hobbyist breaking the Federal Aviation Administration’s 400-foot-altitude rule or a real spy vessel from the Evil Empire is unknown,” says David Kravets at Wired. “Either way, there’s a UFO out there and it came within 200 feet of the plane.” That’s frightening, and it’s going to become more common after a new law, the FAA Modernization and Reform Act of 2012, takes effect. Under that law, “the FAA has a September 2015 deadline to open up U.S. skies to commercial and civil drones,” says Ryan Gallagher at Slate.
While the word drone conjures up images of large military-style Predators or Reapers, in this case the aircraft seems to have been more in line with a radio-controlled plane used for recreational purposes. A similar incident was reported to have occurred in Denver last year, when a “mystery object” suspected of being a model aircraft nearly caused a collision at some 8,000 feet…. As drone technology becomes more affordable for private citizens to purchase, it follows that the risks will heighten, as the incidents in New York and Denver perhaps demonstrate. [Slate]
The near-miss was worrisome, but can we stop calling the aircraft a “drone”? says Adam Clark Estes at Vice. “The difference in wording seems slight, but the connotation is significant.” People don’t freak out over “a hobbyist whose remote-controlled aircraft flew too high,” but the FBI asking about a rogue “drone” — to its credit, it didn’t, opting for the more accurate “unnamed aircraft” — is a whole other matter, needlessly conjuring up the wars in Afghanistan and Yemen.
