In 1999 Karen reported the corrupt take-over of the second largest bank in the Philippines. Lucio Tan, a crony of Joseph Estrada, then President of the Philippines, acquired stock owned by government employees in Philippines National Bank (“PNB”) valued more than 10% of PNB’s outstanding capital without disclosure, as required by Philippines securities laws. Tan owned Philippines Airlines, in default on its loans from PNB. The government of the Philippines loaned $493 million to PNB after PNB’s depositors made heavy withdrawals. $200 million of a loan from the World Bank and a $200 million loan from Japan were cancelled. Estrada was ultimately impeached, and in 2007 an anti-corruption court in the Philippines required Estrada to refund graft he had plundered. The Bank’s Country Director in the Philippines reassigned Karen when she asked him to sign a letter warning the Philippines’ government that the Bank could not disburse its loan without a waiver from the Board of Executive Directors since the loan conditionality was not met. The World Bank’s Internal Audit Department refused to correct the satisfactory evaluation of the Bank’s supervision performance or the flawed report of the Institutional Integrity Department to the Audit Committee of the Board of Executive Directors. When the Audit Committee requested an audit of internal controls over financial reporting, KPMG, the external auditors, circumscribed the scope of their audit in violation of Generally Accepted Accounting Principles and Generally Accepted Auditing Standards.

Two days after informing the Board’s Audit Committee of the cover-up in the Philippines, Karen was reprimanded and placed on probation. The Dutch Ministry of Foreign Affairs requested the World Bank’s Audit Committee to look into the cover- up. Instead, the Chair of the World Bank’s Audit Committee requested an inquiry into the World Bank’s Institutional Integrity Department. The Senate Committee on Foreign Relations followed up with three letters to the World Bank. The World Bank forged documents and fired Karen in contempt of Congress. The World Bank also fired the Staff Association’s lawyer. The Staff Association stated that what had happened to Karen had damaged staff morale and prevented others from reporting misconduct. The World Bank’s Ethics’ Officer left in frustration after her request for an investigation by the World Bank’s Institutional Integrity Department was turned down.

Mr. Paul Volcker headed the 2007 inquiry into the Institutional Integrity Department. The Volcker Panel was discredited after sixteen staff employed in the Institutional Integrity Department received significant damage awards in compensation for abuses of authority to intimidate them during the Volker Panel investigation. A staff-member of the EU’s anti-fraud agency, Office Lutte Anti-Fraude, on the Volcker Panel wrote to Karen:
“My Director General and I met with a number of European Executive Directors of the World Bank a few weeks ago to discuss the Volcker Panel report. At the meeting there was also discussion about governance issues. My impression was that the European Executive Directors are well apprised of all relevant issues at the Bank and no further comment by OLAF is warranted even if it was within our legal competence.”

Karen informed Senator Bayh, “[t]he ongoing cover-up is an indictment of the probity of US oversight at the Bank and I would encourage the Senate to request GAO to look into it.” Senators Richard Lugar, Evan Bayh and Patrick Leahy requested GAO to investigate “internal resistance to increased transparency and accountability at the World Bank.” http://citizenoversight.com/pdf/blwb.pdf In 2008 Karen’s Congressman, Representative Chris Van Hollen, noted “that [Karen’s] claims and concerns have already been provided to the GAO…. and to the relevant congressional committees.” In 2009 GAO stated that it could not commence the inquiry “because of challenges we recently faced in gaining access to World Bank officials.” Senator Lugar asked what was delaying the GAO review during hearings on the World Bank’s capital increase.

Mr. Pieter Stek, then Executive Director for the Netherlands, and Chair of the Board Committee on Development Effectiveness, said:
“In a multilateral institution which should be governed by the rule of law and high standards of probity the charge of concealment from the Board of Executive Directors of information relevant to the exercise of its duty of supervising management and the persecution of the person who brings this to light is extremely serious. If correct, which I believe, this poisonous cocktail undermines good governance and ultimately the effectiveness of the Bank in fulfilling its mandate. I shall continue to assist Ms. Hudes in her efforts to have due process brought to bear, preferably by the Bank itself, on these issues of governance.”

“Then there are violations, when someone intentionally breaks the rules. Errors can be very hard for outsiders to detect. It was people inside the companies who were most likely to report fraud, because they have local knowledge. And yet 80 percent of these whistleblowers regret having reported the crimes because of the negative consequences they suffered. Democracy’s Discontent: America in Search of a Public Philosophy.  By Michael Sandel. Harvard University Press. 417 pages. $24.95.

Michael Sandel has written a challenging book, which argues that the prevailing political agenda leaves too many people in limbo. He is on target in tying their anxiety to “the loss of self-government and the erosion of community.” But where did self-government historically come from in the United States? What were the sites of civic formation? For most — and Tocqueville hits this one squarely on the head — it was congregations, “intense sectarian commitments,” and they helped fuel the penchant for political liberty. Sandel pays too little attention to the religious sources of American democracy.

Sandel’s account of the forces that changed the scope, shape, and scale of American life forever is compelling but incomplete. He stresses the political-economic dimensions of this process, emphasizing the shift from a producer-based economy to a consumer-based one. If Sandel is right that a consumer culture doesn’t cultivate the “qualities of character necessary to self-government,” then we are in rather big trouble. And there is trouble aplenty in Democracy’s Discontent. One basic and seemingly insurmountable dilemma is that the source of many political-economic troubles lies beyond the purview of national governments. If one follows this line of thinking, it leads to the conclusion that we must have some kind of world government. Such a “solution” is not only implausible, it is unacceptable for a variety of political and moral reasons. How could civic formation possibly proceed if it is cast on such an immense scale that individual human beings, from their concrete places and sites, cannot really attach themselves to it? If Sandel’s procedural republic “cannot secure the liberty it promises because it cannot inspire the moral and civic engagement self-government requires,” the trouble is compounded many times over as one moves to structures beyond nation-states. If a kind of mega-republic is the only “solution” to at least some of our woes, we are in the soup. For the structures that cultivate civic virtues — including possibilities for solidarity (or solidarities) — are the many associations of civil society. Restoring robustness to these formative institutions, or some version of them, is the way to chasten the consumer identity and the chimera of the sovereign self. If this does not happen, we will see ever greater concentrations of power even more comprehensively change citizens into consumers.

Given the sheer complexity and scope of the problem, Sandel’s short list of exemplary civic efforts seems too little, too late. Community development corporations, fights against mega-malls, and community organizing are discussed briefly. Certainly one applauds such efforts, but these pages in Sandel’s book are a let-down, in part because it’s difficult to extend the civic purview of the efforts Sandel notes beyond certain reasonable limits. In calling them “mediating institutions,” as Sandel does, as do we all, a question occurs: What exactly are they mediating? Mediation means connecting together somehow. It is far easier to see the points of mediation between congregations and town meetings — both local — or between town meetings and, say, state government than it is to see how local associations can forge connections to government beyond the local or perhaps state level.

Sandel notes Mario Cuomo’s metaphor of the nation as a family at the Democratic national convention in 1984. Let’s grant the decent intent behind the turn to familial metaphors. But to call a modern nation-state a family, in the interest of connecting us to one another, should be faulted because it too easily transforms citizens into Big Children. Government, in this scenario, becomes a benevolent, sometimes chiding caretaker and protector. The consumer identity Sandel laments has gone hand-in-hand with a therapeutic mentality that sees us all as needy and dysfunctional, whether we know it or not. Look at how cuddly and caring both parties tried to appear at their recent conventions. We long ago crossed the line demarcating the appropriate display of compassion and human complexity in public settings and have descended instead into bathos.

What we are seeing in this childmindedness, this domestication of political imagery, is the reversal of the old standard in loco parentis. That rule was straightforward. For those not yet fully adult, other adults (or, as the law would have it, the state) played the temporary role of guardians, arbiters, and perhaps disciplinarians. The situation now is almost completely reversed — parents are to follow the therapy-state’s tutelage, or they are bad parents. In the areas of mental health, sexuality, and values, we are all at sea, it seems, until others have clarified matters for us. Because children, by definition, are not citizens, the deepening depiction of us as kids in a big family depletes citizenship, undermines legitimate democratic authority — which relies on the idea that people grow up and can be held accountable — and ultimately demeans us all.

What this adds up to is that Sandel should have paid more attention to the cultural forces at work undermining our identity as citizens.

Philadelphia – Adam Kokesh, the veteran who has been planning an armed march on Washington, D.C. has been arrested for another act of civil disobedience.

Earlier today, a post was made on Adam Kokesh’s official Facebook page that he had been arrested in Philadelphia during a “Smoke Down Prohibition” event. Kokesh has attended all four previous “Smoke Down Prohibition” events and was continuing this trend by participating in the fifth today. The Facebook post reads as follows:

Adam has been arrested and is in jail in Philly… I can personally testify that he hadn’t even smoked yet… everyone please phone bomb the philly police and jail phone lines and demand adam be released amd able to make contact with us… other protesters were actually smoking and released after arrest but adam was taken away in a white chevy suburban… phone bomb them now!!! — Brother Lucas

What the Arch-Philosopher is trying to say is that those who never research, never investigate, never question what they are bred and groomed to believe, are accidents of history, footnotes of life, puppets for aliens and alienists, playthings for the psychics and psychologists of the world. It is only with the most generous hyperbole imaginable that we declare souls that dismally timid to exist at all. Everything in the world around you is a wonder beckoning you: Please explore! The Internet is called the “Information Superhighway.” We men were born experimenters. But unless you’re a multi-billionaire, your schooling was probably a sick joke, a sad excuse for an “education,” barely superior (or perchance inferior) to just goofing off in the woods for free! But now it’s your move. It’s your turn. Your time is now. Don’t waste it!

The B.S. of America

Taking aside the fact that the Boy Scouts of America’s inner circle, the Order of the Arrow, was founded by a (heavily documented) Freemason, even taking aside Scouting’s Pagan ceremonies (in which counselors dress in loincloths and parade before the campers) whose performance is just part of the program at their “boy’s camps” (!), I think what may be the most disturbing thing about the Scouts is that they trained us in “preparedness” and “survival” but studiously avoided “survivalism.” That is, we were taught nothing about farming or anything that would lend itself toward peaceful independence or laissez-faire (i.e. hands-off, apart from the corrupted and corrupting affairs of state) sovereignty; they just wanted us to be Marines or perhaps even less ethical lethal operatives such as CIA spies. But what do you expect, after all, from an organization that calls itself Scouting, which essentially means Spying!

We willingly expose our youth to the most severe brainwashing; for my money, it’s all to eventually roll out a martial law police state with a fascist hegemony at the top and Marxist masses on the bottom. Just watch the organization be transformed as the U.S. Presidency (Rep or Dem, it’s indifferent) becomes more and more and more unconstitutional and tyrannical. The gays and atheists are in many respects weapons of mass distraction, red herrings to help us ignore the overall strategy. The aptly-abbreviated “B.S. of America” is too important to the globalists (who themselves go for the occasional “fairy camping trip”) for them to allow their fake little lobbyist henchmen to get at the Boy Scouts they way they’ve gotten to all the other organizations that stood up, or even spoke up, for decency.

People who enunciate personal convictions are unhesitatingly considered arrogant. Words have lost their meaning. Everything is covered in slime now. “Freedom of religion” was replaced with “freedom of worship.” We have so much garbage in our bodies (cell phone radiation, GMO corn and soy products and Crisco/margarine petroleum/plastics), it’s a miracle we can function–albeit with many tragic miscarriages and stillbirths–and those who take pharmaceuticals (including steroids) to boot can’t even do that much!

Let’s face the historical reality, which is as painfully obvious as it is painful: the Greeks gave the Italians Paganism, and the Italians invented Caesar. The Greeks gave the Italians Christianity, and the Italians invented the Pope. We gave you the Bible, and you turned it from the Word into a bunch of numbers. You could be mystical instead of imperial, then things would make a whole lot more sense for you. No matter how much your world-view flies in the face of history, you probably still won’t “get” the value of apophasis until you try it. Don’t be Eastern, just be Orthodox, I mean why won’t you get back to the Divine Liturgy of St. Gregory?
